Job Description
A leading Kuwaiti Bank is looking for General Manager - Human Resources Department as per the following details:

Purpose and Scope Works with top management to develop the strategies and policies of the Bank’s Human Resources function. Directs the development, implementation, communication, consistent and legal application of corporate-wide policies and programs covering Human Resource including but not limited to: compensation, benefits, training and development, recruitment, etc.

Key Responsibilities:
1. Develops HR strategy and plans including performance monitoring tools to ensure targets are achieved.
2. Develops and recommends annual salary ranges; counsels management and individual employees concerning salary and employment procedures; and oversees the job evaluation system, performance appraisal program, and job posting process.
3. Ensures an efficient recruitment/interviewing function to maintain adequate staffing at all levels and the uniform and equitable application of Human Resource policies and procedures.
4. Monitors payroll functions to insure timely and accurate pay on a regular or exception basis. Ensures legal compliance with various governmental laws and regulations covering the areas of labor relations.
5. Administers benefit plans for the Bank including health, dental, life, and long-term disability to ensure that coverage is available for all eligible employees. Performs benefit administration for fringe benefit programs to include change reporting, approving invoices for payment, annual re-evaluation of benefit programs for cost effectiveness, and communication programs. 6. Reviews the organization structure and Bank’s annual manpower plans ensuring that relevant system procedures and controls are established.
7. Liaises with Corporate Communications to provide appropriate communications within the Bank and promotes employee understanding of programs, policies, and objectives along with developing positive employee morale. Creates a high involvement workforce allowing employees’ input into the decision-making process affecting their jobs, units or departments
8. Provides counsel to all staff and levels of management in the Bank on employee relations and corrective action issues.
9. Supervises the development and implementation of the Bank’s orientation program and regularly supervises on-going training to staff in various areas of banking, leadership, and general HR training ensuring staff compliance with training rules and programs.
10. Generates and escalates periodic and requested reports ensuring accuracy and timely delivery.
11. Participates in the selection and development of staff. Interviews, coaches, advises, evaluates the performance of, and when necessary, disciplines personnel. Reviews recommendations of subordinate managerial and supervisory staff and provides guidance in resolving complex or sensitive problems. Maintains and promotes positive employee relations in the work environment.
12. Maintains updated knowledge of rules, regulations and standards in the field and related matters of interest to the department.
13. Prepares, secures approval, and implements department operating budget and operates within those guidelines.
14. Participates in the various cross-functional committees/teams for multiple purposes: executive team, audits, …etc. to achieve optimal cooperation and to assume seamless quality service.
15. Performs other duties in line with scope of work and as instructed by the direct manager Organizational Relationships Reporting To CEO Liaising with All staff: for counseling, coordination and clarification, Department Directors - Various committees, Others - Consultants, vendors, and suppliers: negotiations to follow Educational Degree and Certifications - Bachelor’s in Business Administration, Management, HR or relevant Experience - Minimum 15 years of Related Experience
